    Community based practice and development in the probation service

    Community based probation practice and development is concerned with specific forms of Probation Service supervision described here as community probation work, and other, non-supervisory, practices described as community work and crime prevention work. For both sets of practices the probation fieldwork team acts as the frame of reference where primacy is given to enhanced service delivery systems, and where the locality is a referral source and a resource, not simply a remote situational context. The study begins by describing the Probation Service's philanthropic origins, the merger of criminal justice and social work, and the legislative base for, and function of, subsequent supervisory developments. It then explores the variety of ways in which the "community" has recently emerged as an additional focus for Probation intervention. The empirical study into the work of a new community Probation Team reveals the complexities of translating policy intentions into working community based probation practices. The bulk of the empirical work is concerned with exploring the ways in which this inner city team defined, implemented and sustained its practices. Evidence is provided for claiming that the implementation of community based probation practice requires an explicit acknowledgement not only of organisational imperatives, but of other more significant and interdependent factors. External legislative requirements, internal administrative factors and interactional forces (symbolised by client/worker exchanges), the local setting and the national social context, are regarded as particularly significant. At a theoretical level, and drawing on some of the insights offered by interactionism and functionalism, the study examines the creation of a new community Probation Team, as one societal reaction, amidst others, to a social problem, namely the 1981 urban disturbances in Brixton. The empirical work suggests that a three-fold conceptual model based on social control, social welfare, and social justice considerations provides a valuable theo;retical instrument for analysing community based probation practice and development. The study ends by drawing together these theoretical features, as well as examining some policy and organisational implications for the Probation Service arising from such work

    New records of ichneumon wasps (Hymenoptera, Ichneumonidae) from Malta

    Recently some Maltese Hymenoptera were donated to the Hungarian Natural History Museum (HNHM) and some other material was sent to the Natural History Museum in London (BMNH) for identification by the second author. Amongst these specimens were six ichneumon wasp species new to the fauna of Malta. Ichneumonidae taxonomy and nomenclature follow Yu et al. (2012), and host records were traced through this resource. Identifications were based on keys provided by Szépligeti (1905), Schmiedeknecht (1909), Bajári (1960), Townes et al. (1965), Bajári & Móczár (1969), Townes (1969; 1970a; 1970b; 1971), Horstmann (1976), Gauld & Mitchell (1977), Fitton et al. (1988), Wahl (1993), and Tolkanitz (2007). The voucher specimens are deposited in the Hymenoptera Collection of HNHM, Budapest, Hungary (those indicated by a HNHM id. number below), and some duplicate specimens in D.     The physical characteristics of the high gain antenna reflector and feed elements are described. Deficiencies in the sum feed are discussed, and lack of atmospheric venting is posed as a potential problem area. The measured RF performance of the high gain antenna is examined and the high sidelobe levels measured are related to the physical characteristics of the antenna. An examination of the attributes of the feed which might be influenced by temperature extremes shows that the antenna should be insensitive to temperature variations. Because the feed support bipod structure is considered a significant contributor to the high sidelobe levels measured in the azimuth plane, pod relocation, material changes, and shaping are suggested as improvements. Alternate feed designs are presented to further improve system performance. The widebeam horn and potential temperature effects due to the polarizer are discussed as well as in the effects of linear polarization on TDRS acquisition, and the effects of circular polarization on radar sidelobe avoidance.     Six new species of Handaoia Seyrig, 1952 (Hymenoptera, Ichneumonidae, Phygadeuontinae): the first to be described from the New World

    Handaoia Seyrig, 1952 is a small genus of Phygadeuontinae currently represented by eleven described species from Madagascar, Tanzania and Europe, and can be recognized by the combination of the distally expanded and ventrally flattened antennal flagellum, complete posterior transverse carina of the mesosternum, isolated ‘pit’ (episternal scrobe) in the mesopleuron, and a single bulla in fore wing vein 2m-cu. Most species have a distinctive combined area basalis and area superomedia on the propodeum. The following six new species from Central and South America are described and illustrated: H. cuscoensis Bordera sp. nov. from Peru, H. fritzi sp. nov. from Brazil, H. mercedensis Bordera sp. nov. from Peru, H. plaumanni sp. nov. from Brazil, H. ruizcancinoi Bordera sp. nov. from Mexico, and H. urceus sp. nov. from Brazil.     When the Hamiltonian of a system is represented by a finite matrix, constructed from a discrete basis, the matrix representation of the resolvent covers only one branch. We show how all branches can be specified by the phase of a complex unit of time. This permits the Hamiltonian matrix to be constructed on a real basis; the only duty of the basis is to span the dynamical region of space, without regard for the particular asymptotic boundary conditions that pertain to the problem of interest.Comment: about 40 pages with 5 eps-figure

    I argue that you can be permitted to discount the interests of your adversaries even though doing so would be impartially suboptimal. This means that, in addition to the kinds of moral options that the literature traditionally recognises, there exist what I call other-sacrificing options. I explore the idea that you cannot discount the interests of your adversaries as much as you can favour the interests of your intimates; if this is correct, then there is an asymmetry between negative partiality toward your adversaries and positive partiality toward your intimates
